This is a Category 2 FAI Sanctioned event (Class I Open & Sport);
therefore these LRs are to be used in conjunction with the General Section and
S7A of the FAI Sporting Code; you will find reference numbers for the latest
edition (May 2014) of the S7A used.
Head
Quarters: The “Vuelo
Libre Mexico” Shop located at “Plaza Valle” in Valle de Bravo. Any changes will be posted at HQ and will be
notified, when possible, by email, sms and/or WhatsApp. GPS Downloads will be
done at HQ and, when possible at goal.

1. ENTRY
1.1. Eligibility
and Registration
The El Peñón Classic Race 2015 is open to all pilots. Entries must be made on the official registration form on http://www.classicracemex.blogspot.com and registration will be completed when the full entry fee is paid and the waiver is signed.

You need to
present a valid ID, your FAI license and bring your GPS for registration.
2. FEES
The
entry fee is $75 for the OPEN CLASS (3 competition days) and $120 for the SPORT
CLASS (2 training days + 3 competition days).
All entry fees should be paid in full
by February 15th; however, for fees paid between then and before
February 19th (OPEN) and February 17 (SPORT) there will be a $20
(usd) last minute fee.
Unless the organization is notified
at least one week before and another pilot takes his/her place,
there will be no refunds. The maximum refund would be 80% of the original
fee.
3. TAKE
OFF
Foot
launch with 2 take off lanes from El Peñón, Temascaltepec / Valle de Bravo
(1696mts asl).
The
MD may temporarily close launch due to unsafe launch conditions or overcrowding.
3.1.
Type of Take Off
“Open Window”
with priority set up will be used: On task 1 the top 1/3 of the FAI WPRS list
will set up in front plus the TC and SC members; for the other 2 tasks we will
take the competition’s overall results (more details during first pilot
briefing); priority pilots may slide in the staging line (no 2 priority pilots
may do it at the same time; there must be at least one non-priority pilot in
between). “Push” & “Clayton’s Push” rules will apply.
If this system
does not work out, the MD will go for an ordered launch with the top 1/3 (WPRS
list on task 1, overall results next 2 tasks) reversed.
3.2 Turn Direction and Thermalling

Pilots
must be familiar with the Thermalling Rules and Procedures (S7 - 16).
3.3 Re-flights
Open
Class: A competitor
will be allowed one take off per task within the take off window period. A
failed take off attempt or safety problem, arising immediately after take-off,
which results in a landing, will not count as a take-off; however, if the
competitor lands at the official El Piano LZ, he/she must contact the MD for
authorization for a second attempt.
Sport Class: One re-flight per pilot will be
allowed; however the pilot must not have taken the start gate yet and have
enough time to ensure safety for a second flight (avoid crazy driving or rushed
set up/launching). The pilot must be all set up and ready to launch before the
end of the take off window. In order for a second flight to be valid, the pilot
must present the track log for both flights.
4. TASKS
All task information (Open Window, Window
Extension Time, SGs, TPs, Goal, etc.) will be announced during the daily pilot
briefing at launch and written on the task boards.
4.1. Wind Speed
Open Class:
The maximum wind speed in which a task shall be flown is 35 km/h at launch.
Sport Class: The maximum wind speed
in which a task shall be flown is 30 km/h at launch.
The MD will propose a list of candidates from which 5 pilots will be elected by all participants during first pilot briefing: 3 for Open Class and 2 for Sport Class. The MD may substitute absent members of the TC at any time during the meet; The TCs will help the MD with the daily tasks.
4.3 Safety Committee (SC)
There will be a Safety Committee composed of 5 competitors nominated by the MD. The SC will asses, when asked, the task and will advise the MD on weather and other safety issues throughout the task. The SC may relay information also through their retrieve drivers.

5. Equipment
5.1 Flying Equipment
All pilots
must have their hang gliders comply with airworthiness standards; the MD may
stop a pilot from flying if he considers the glider may be dangerous. Pilots
must also have a harness, with reserve parachute re-packed less than 3 months
before, helmet and, at least, 1 3D GPS.
A pilot may only change gliders (an
equal or less performing glider) due to damage, after getting the MD’s
authorization.
5.2 Radios and Mobile Phones
VHF radios are strongly recommended in the interest of safety. Pilots and crew are requested to refrain from using the Safety Frequency (144.050 MHz) except in emergencies. VOX operated systems are not allowed. All pilots must submit the mobile telephone numbers (pilot and retrieve) and intended radio frequency to the MD before the beginning of task 1.

6.2 Allowed Scoring Evidence
GPS track log evidence is the only way to verify and provide data for flights. The track logs of two or more GPS units, belonging to the same pilot, may be used to provide a required single track log. To be considered valid, the GPS track log has to comply with the current requirements in S7 – 15.4 & 15.5.

Only track logs from 3D GPS devices will be accepted and
only types of GPS devices that are supported by the FS and GPS Dump programs.
IGC files sent
by email will be accepted; they must be in before 10pm and should be named
using the following criteria: task#[dot]name[dot]pilot´sID[dot]igc (“Pilot ID” is the competition number
assigned to each pilot). Example: T1.lanube.11.igc
6.3 Stopped or Cancelled Tasks
If
a task is stopped (only the MD takes this decision), the organizers will –to
the best of their abilities– transmit on the reported radio frequencies and try
to send out sms to reported drivers.
Help spread the information to other pilots by opening your harness and
“cycling” in the air; any false notifications will be penalized. A Cancelled
tasks will not be scored.
A stopped task will be scored only if 1.5 hours have
passed since the 1st valid SG has been taken and/or a pilot has
reached goal. The clock will be set back the same amount of minutes as the SGs
interval or 15min in case of a single start. Altitude bonus will be applied (LRs
- 7.1).
Keep in mind that each
individual competitor is the best judge of what safe conditions for that
competitor are; each pilot is completely responsible for his/her own safety at
all times.

7. Penalties
Penalties will be at the MD’s
discretion and may go from a simple warning, to a point penalization up to a
pilot’s DSQ for extreme cases. Below you will find the most common cases:
Flying into restricted areas is unsporting, dangerous and against these Local Regulations. For the very 1st infringement under 100mts, the penalty should be an official warning; for any subsequent infringement (it can be during the same flight of the 1st one) or a first infringement of more than 100mts, the penalty will zero for the day. It is the pilot’s responsibility to produce a 3D track log or barograph to show otherwise.

8. Complaints & Protests
Complaints
must be made in writing to the MD to request a modification, it should be made
with the minimum delay (max. 10hrs after results are published, except the last
day: max. 2hrs after results are published) and it will be dealt with
expeditiously.
If the complainant is not satisfied
with the outcome, he/she may protest -in writing-; deadlines are: 5hrs after
complaint result is published, except the last day: max. 2hrs after complaint
result is published. The protest fee
is $30(usd); if the protest is accepted, the fee will be refunded.
8.1 Protest Committee (PC)
The Meet Director will propose a PC with 3 members, which will be announced during the first pilot briefing; they may or may not be present at all times, but will be contacted if necessary.

Final Remarks
Please
always maintain your safety standards at the maximum. If you do not to fly one
day, you must advice the MD. Help us keep the TO & LZs clean, use the trash
bags provided. Be a safe, fair and polite pilot to your fellow competitors and
the staff who devote their free time to help run this comp.
